Parliamentary Panel Calls for New Legislation to Protect Human Rights from AI

A cross‑party committee comprising MPs and peers has formally recommended new legislation aimed at tackling the human‑rights issues raised by artificial intelligence, contending that current legal frameworks contain significant gaps.

Bringing together members from the governing party, the opposition and the House of Lords, the committee published a report noting that statutes like data‑protection and anti‑discrimination legislation were written before AI technology surged. The committee says these rules fail to sufficiently address situations where automated systems decide matters impacting a person’s liberty, privacy or equality.

The report flags several hazards, including AI‑enabled mass surveillance, algorithmic bias that may exacerbate discrimination in housing, employment or public services, and the spread of deep‑fake media that endangers reputation and free expression. It also cautions that AI‑powered profiling could permit unparalleled intrusions into private life, possibly breaching the privacy right protected by domestic and international human‑rights conventions.

According to the report, incremental tweaks to current laws are unlikely to match the rapid pace of AI advancement. It urges the creation of a standalone legal framework that spells out the duties of developers, deployers and users of high‑risk AI, sets out explicit accountability procedures, and equips regulators with enforcement authority. The committee points out that the European Union has taken a comparable route with its AI Act, which targets high‑impact technologies.

Government representatives indicated they will review the committee’s suggestions and plan to open a public consultation in the next few weeks. The results may steer future regulatory measures, affecting both domestic policy and the United Kingdom’s stance in worldwide AI‑governance debates. Industry players, civil‑society organisations and academic experts are expected to be consulted, aiming to craft a balanced framework that safeguards fundamental rights while preserving innovation.
